Islamabad, June 18, 2014 (PPI-OT): The recently announced National Health Insurance Scheme has been in principally approved by Punjab, KPK, Baluchistan provinces including FATA, AJK and GB. The affirmation was obtained here today, in a meeting chaired by the MoS for Health Services, Regulations and Coordination Mrs. Saira Afzal Tarrar, at PM House.
The meeting was attended by the Chairperson, Prime Minister’s Youth Programe, Mohtarma Maryam Nawaz Sharif on the special invitation as a draughtswoman of the National Health Insurance Scheme. The meeting empowered the MoS NHSR and C to contact the political leadership of Sindh for obtaining the consent.
The meeting expressed the hope that the Sind province would soon aboard the NHIS for availing the cashless and quality tertiary health insurance cover by the federal government. The meeting further decided to establish a high-powered National Steering Committee on NHIS headed by MoS for NHSR and C, including the provincial health secretaries, health insurance policy experts, health economists and the senior officials of NADRA and Ministry of Finance to consensually accommodate the suggestions and recommendations of the province, FATA, AJK and GB on NHIS.
Apprising the senior provincial representatives and participants of the meeting, the Chairperson of the PMYP, Mohtarma Maryam Nawaz Sharif expressed her gratitude to all the federating units for supporting the NHIS and said that the present democratic government was determined to extend quality and cashless tertiary health insurance cover across the federation. She maintained that the federal government would add-on the health insurance premium for the tertiary level health care in addition to the primary health cover provided by the provinces.
Under the National Health Insurance Scheme, cashless and superior tertiary health insurance cover would be provided by the federal government to the poorest of the poor across the country which would eventually cover more than 100 million people for intricate surgeries and the cure of life threatening diseases at the district level public and private empaneled hospitals in a phased manner, explained the Chairperson.
The meeting also decided to constitute a sub-committee comprising of the high-level representatives from the provinces and the concerned health policy experts, medical and surgical specialists to decide the rolling out mechanism of the NHIS in the initial phase.
The meeting agreed to establish the Project Management Units both at the federal and provincial levels to effectively coordinate and harmonize the NHIS across the federation. It was further decided that a technical sub-committee of the National Steering Committee of NHIS would formulate the Terms of Reference (ToRs) for the insurance companies before the transparent selection process to be supervised by all the stakeholders.
