Islamabad, November 16, 2012 (PPI-OT): This is regarding a news item appearing in the Daily Jang Rawalpindi / Islamabad on Monday 22nd October, 2012 pertaining to favouring of Director General Petroleum Concessions (DGPC) to LMK Resources (LMKR) in Pakistan Petroleum Exploration and Production Data Repository (PPEPDR) Project. A Spokesman of Ministry of Petroleum and Natural Resources has clarified that the said news item is baseless and against the facts.
After an extension of two years granted by the competent authority, PPEPDR project expired on 26th September, 2008. Afterwards it was decided that a robust Financial and Concession Monitoring system should be established and implemented and this activity should be incorporated in the existing PPEPDR project along with Pakistan Petroleum Information Services (PPIS).
This course of action warranted additional time to initiate the tender. Therefore, the contract was extended for one more year w.e.f. 26th September, 2008 with the approval of the competent authority. Meanwhile, bids were invited through competitive bidding process whereby bid documents were purchased by the five companies, out of which two participated ion final bidding round.
LMKR won the tender purely on merit and was accordingly awarded the contract for the next 5 years i.e. till 2014.
With reference to increase in the rates of contract by LMKR, the spokesman has clarified that DGPC has never accepted such requests and in fact, one such request was turned down on 14th March, 2012 by the DGPC.
