Human Right Cell of Supreme Court disposes of 15740 applications in last six months

Islamabad, June 17, 2016 (PPI-OT): Hon’ble Chief Justice of Pakistan Mr. Justice Anwar Zaheer Jamali reviewed the performance of last six months of Human Right Cell of Supreme Court of Pakistan. The Hon’ble Chief Justice of Pakistan was informed that HR Cell working under the direct supervision of his Lordship, receives average 2500 applications per month. The backlog of applications in the HR Cell of Apex Court on 01 st December 2015 was 10750 applications. As 14893 new applications were instituted during the period from 01 st December, 2015 to 31 st May 2016, the progressive total of pending applications came to 25343 applications. Out of these, 15740 applications were disposed of during the above mentioned period. The backlog on 31 st May 2016 remained 9903 applications.

These applications included overseas Pakistanis complaints regarding delay in issuance of CNOP machine readable passports, illegal dispossession of properties, usurpation of inherited properties, lack of qualified professional legal advice, fraud, etc. Moreover, action was also taken on individual complaints carrying public issues like flaws in public health care system, cases from police despotism, Administrative anomalies, tyrannies by powerful class, threats to minorities and their place of worship, cases of Karo Kari and Wani, matters of non-payment of pension of retired employees as well as the delayed payment of salaries to low government employees. Overall relief was provided 62% of the applications and frivolous applications have been discouraged.

Showing the satisfaction, the Hon’ble Chief Justice of Pakistan directed DG of the Cell to ensure proper and timely compliance of the Court directions by the public functionaries making reference to the position that despite specific directions by the Court (in Human Rights Case No.05/2009 to ensure timely process of pension cases) there still are frequent complaints of delay in release of pension. He also directed the DG HR Cell to put up a draft proposal / mechanism to check slackness by departments in such matters.
