Islamabad: Prime Minister Syed Yusuf Raza Gilani presided over 3rd Session of Gilgit- Baltistan Council as its Chairman at Prime Minister’s House today which was attended by Mian Manzoor Ahmad Watto, Minister In-Charge, Gilgit-Baltistan Council, Syed Mehdi Shah, Chief Minister Gilgit-Baltistan/Member Gilgit-Baltistan Council, Mr. Changzeb Khan Jamali, Federa Minister for Science and Technology/Member, Gilgit-Baltistan Council, Mr. Jahangir Badar, Senator/Member, Gilgit-Baltistan Council, Mr. Aftab Shaban Mirani, MNA/Member, Gilgit-Baltistan Council, Mr. M. Tariq tarar, MNA/Member, Gilgit-Baltistan Council, Engr. Usman Khan Tarkai, MNA/Member, Gilgit-Baltistan Council, Prof. Ghulam Hussain Saleem, Advisor/Member, Gilgit-Baltistan Council, Mr. Attaullah Khan, Advisor/Member Gilgit-Baltistan Council, Mr. Muhammad Ibrahim, Member, Gilgit-Baltistan Council, Mr. Saeed Afzal, Member Gilgit-Baltistan Council and other senior officials.
While addressing the Council, the Prime Minister said it was high time that the Council and the Government jointly chalked out policies and plans especially in the area of mineral development, tourism, forest and electricity with a view to capitalizing on the untapped resources of Gilgit-Baltistan for the socio-economic uplift of the region.
Coming to the development programmes in Gilgit-Baltistan, the Prime Minister said that it was important to mention the Diamir Bhasha Dam, which besides the generation capacity of 4500 MW of power, would help mitigate floods, improve living conditions and create thousands of employment opportunities in Gilgit-Baltistan working in close collaboration with the Chief Minister of Gilgit-Baltistan, the Prime Minister said.
In the meeting, it was decided to form a committee consisting of Minister-In-Charge GB Council, Mian Manzoor Ahmad Wattoo, Minister of Finance, Dr. Abdul Hafeez Sheikh, Chief Minister Gilgit-Baltistan, Syed Mehdi Shah and Secretary Kashmir affairs and Gilgit-Baltistan, Mr. Babur Yaqoob to discuss the provision of additional financial resources to GB government and submit its recommendations to the Chairman Gilgit- Baltistan Council / Prime Minister of Pakistan for approval.
The council approved in principle the Gilgit-Baltistan Council Income Tax (adaptation) Bill and formed a Committee consisting of Minister-In-Charge Mian Manzoor Ahmad Wattoo, Mr. Amjad Hussain advocate, Member GB Council, Mr. Wazir Ibadat, Advisor GB, Prof. Ghulam Hussain Saleem, Advisor GB Council to create consensus on the subject for the approval of Chairman/Prime Minister.
The meeting decided to form a Committee consisting of Minister-In-Charge, Mian Manzoor Ahmad Wattoo, Minister for Finance, Dr. Abdul Hafeez Sheikh and Secretary Gilgit-Baltistan Council to specifically discuss the provision of additional financial resources to the Gilgit-Baltistan government in the aftermath of the 18th Amendment for submission to the Chairman/Prime Minister for approval.
The Council approved, Controller General Accounts Bill, Auditor Genera of Gilgit-Baltistan, Advisor (Salaries, Allowances and Privilege Bills), grant of house allowance to Members of Gilgit-Baltistan Council, Gilgit-Baltistan Power Development Board Bill, 2012, Gilgit-Baltistan Council Public Service Commission (Adaptation) Bill, 2012, Gilgit-Baltistan Council, Financial Institutions (recovery of Finances) (Adaptation) Bill, 2012 and Gilgit-Baltistan Council Adaptation of Law Bill, 2012.
The Council differed on Gilgit-Baltistan Mineral Development Board Bill 2012 and Forest Advisory and Development Board Bill 2012.
