Karachi: District Coordination Officer Karachi Mohammad Hussain Syed has said that the local government system makes public participation certain in municipal affairs and their contribution at grass root level helps in solving their problems and bringing improvement in their daily life.
He was speaking at a seminar entitled “ Building Support for Models of Local Democracy within a federal system” organized by the Commonwealth Local Government Forum in cooperation with the Commonwealth Secretariat, British High Commission in Islamabad and City District Government Karachi in a local hotel on Wednesday.
Those who were present on this occasion include Secretary General Commonwealth Local Government Forum Carl Wright, Director IBA Dr. Ishrat Hussain, Chairman Standing Committee on Local Government Sindh Munawwar Ali Abbasi, Special Secretary Local Government Sindh Shazia Rizvi, Advisor CW Secretariat Munawwar Alam and Chairman Standing Committee on Local Government Punjab Tahir Ahmed Siddhu.
DCO Karachi said local government system has greatly empowered the people at the grass root with greater emphasis on women empowerment. City District Government Karachi has taken effective steps to benefit common people through this system for the solution of their problems, for the improvement of their lives and to make them accessible to their social and basic needs.
He said that the seminar aimed to draw out the specific learning from the study visits and provide a platform for further discussion and dissemination to the audiences in Pakistan. Study visits which were conducted in Canada and South Africa explored the role of local government with a federal system and provided an opportunity to our local government functionaries in the city district government to benefit and learn from them.
He also appreciated the efforts made by Commonwealth Local Government Forum and British High Commission in Islamabad that provided opportunities to the functionaries from all four provinces participated in the seminar to learn the strategies and concepts of local government in other parts of the world.
Addressing the seminar, Secretary General CWLGF Carl Wright stressed the need of cooperation among all organizations at federal, provincial and local level for providing basic facilities to people. He said that Commonwealth desires improvement and progress of local government system and it was facilitating all member countries in this regard.
Mr. Carl said that through training not only the existing local government system could be made better but the capabilities of local government representatives could also be enhanced. He said that that local level corruption could be removed by adopting the principals of accountability, transparency and check and balance.
The Seminar was also addressed by IBA Director Dr. Ishrat Hussain, Special Secretary Local Government Shazia Rizvi, Advisor CW Secretariat Munawwar Alam, Chairman Standing Committee Local Government Sindh Munawwar Ali Abbasi and Chairman Standing Committee Local Government Punjab Tahir Ahmed Siddhu.
