Karachi, November 28, 2014 (PPI-OT): The Modalities to transfer the management control of some government hospitals to reputable non-governmental organizations under the Public Private Partnership initiatives of Sindh Government were discussed in detail in the meeting presided over by the Chief Minister Sindh Syed Qaim Ali Shah at CM House Karachi today.
The idea of this scheme was to improve and ensure the efficient healthcare services to the ailing people on performance based partnership. The meeting was briefed by the Secretary Health Iqbal Durrani that after floating this scheme, about 32 Expression of Interests received from qualified non-governmental organizations out of which 12 have been short listed.
Furthermore Agha Khan, Aman Foundation, Merton International and Indus hospitals were among them for participating on partnership basis, whereas Bahria Foundation has expressed its willingness for adopting the hospitals with taking over 100% responsibilities on voluntary basis.
The meeting which was also attended by PPP leader Madam Shireen Rehman, Sindh Minister for Parliamentary Affairs Dr. Sikandar Mandhro, Principal Secretary to CM Mr. Alumdin Bullo, Health Secretary Iqbal Durrani, Law Secretary Mir Mohammad Shaikh, and other officers of health department, participated in the discussions and deliberations to give final touch to the proposed draft of agreement presented by Health department, which was supposed to be signed with partner organizations to make it more feasible, flawless and acceptable to all stakeholders.
While discussing on the proposed agreement draft the PPP leader Shereen Rehman advised the concerned officers to update the draft of agreement with reference to future challenges and added that clauses pertaining to running the administrative matters, sharing responsibilities or running the facilities with 100% responsibilities on voluntary basis should be clearly incorporated in proposed agreement in such a way so that no party or stakeholder be disturbed, but it to improve the health facilities to the ailing people in all sense and real spirit.
She also recommended that this agreement and its all clauses should be protected by the law. Addressing the meeting the Chief Minister Sindh Syed Qaim Ali Shah said that the purpose of Public Private Partnership initiative of Sindh Government was to provide maximum health facilities to the ailing people on the modern lines.
Besides we want to trickle down the Government investment of billions of rupees up to the deserving people on fast track he added, and said that PPP initiative of Sindh Government was the 1st service mechanism in the country and we are getting good performance / output from this type of investment in other fields as well.
He said that to provide better health facilities to the poor people of province at the par of standard hospitals in private sector was our motto and Inshallah it to be fulfilled within shortest possible time. He asked the officers of Health department to update their draft of agreement as per recommendations passed in the meeting within 48 hours.
During the discussion the Chief Minister Sindh Syed Qaim Ali Shah has said that the Sindh Government planned to recruit more 1155 doctors to provide more medical facilities to the people at the Government Hospitals. He said that 430 doctors have been appointed recently while recruitment of the remaining 553 Male doctors and 172 Women medical officers was in process. He said that priority is being given to further strengthen and equip the hospitals in Distt.
Tharparkar and other parts of arid zone in addition to backward areas of the province. He said that situation now at Tharparkar is further improved where the medical facilities to the people of Thar is being provided at each health facilities available in Distt. Head Quarters, Taluka Head Quarters and union council as well. The Ministers have been asked to visit the Tharparkar District and monitor the Health facilities and relief activities personally.
