Karachi, February 04, 2014 (PPI-OT): The Chief Minister Sindh Syed Qaim Ali Shah has directed the management of Provincial Fisheries Department to prepare and submit, the short term and long term development strategy with a view to bring considerable improvement and development of inland and marine fishing harbours and enabling these to enhance the fishing export from $ 320 to $ 01 billion and above.
He said that we must take the advantage of the decision of European Union for lifting ban on importing Pakistani fish, giving status of General-Sale-Tax (G.S.T) plus to the Pakistan and to exploit the fishing potential available to this province because of source of sea and weight lands. This he directed while presiding over meeting to review over the performance of fisheries Department at CM House Karachi today.
The Sindh Minister for Fisheries and Livestock Jam Khan Shoro, Additional Chief Secretary Development Wasim Ahmed, Secretary Livestock and Fisheries Zaffar Iqbal Shaikh, Secretary to CM Rai Sikandar, Secretary Finance Sohail Rajput Chairman and M.D Karachi Fish Harbours and D.G Fish Harbour attended the meeting.
The Chief Minister Sindh said that fishing was the major source of income of the people of Sindh in million and any development in this sector would not only to bring millions people in employment not indirectly and indirectly but became the source of Foreign exchange earnings.
The Chief Minister directed the management to hire a reputable but International standard consultant firm, conduct over all survey, prepare feasibility report of short term and long term not more than 04 years projects and submit the same to Planning and Development department within shortage possible time, so that same could be implemented accordingly.
He said that his Government has taken care of fisheries communities and spent Rs. One billion 20 crores in their welfare projects in the province and this practice to be continued in future.
The Chief Minister Sindh directed the officers, that in the meantime, they to improve the quality of Sea-food production and apply best practice system, S.O.P specially maintaining hygienic condition and proper packing methodology to raise the its export specially to the European countries.
The Chief Minister Sindh while discussing about the current bottlenecks being experienced by the management of Karachi Fish Harbour directed them to submit their demand for further releases and assured that same would be provided to them in priority basis.
He said that the matter of handing over the Korangi Fish Harbour to the Sindh Government after implementation on 18th Amendment in the constitution, and deduction of Export Development Fund from the Fish export being made from Sindh would be taken to council of common interest. (C.C.I) to get these matters resolved once for all.
In the meantime, the Sindh Government to take these matters to the concerned organizations to get these resolved outside the CCI as well. The Chief Minister Sindh Syed Qaim Ali Shah also asked the management to draw the attention of the Ministry of Foreign Affairs for recovery of the Pakistani Fishermen taken in custody by the Indian Naval Army form the Karachi sea areas.
He said that Sindh Government realises pain of the relatives of these fishermen and have approached to the Indian Authorities but they did not responded till yet. He said that since the resolution of this matter was beyond the border.
The Ministry of Foreign Affairs should take concrete efforts in the recovery of these innocent fishermen in the custody of Indian Government. The Sindh Minister for Fisheries and Livestock Jam Khan Shoro said that area of operation of Karachi Fish Harbour be extended up to the fishing sources outside the harbour in other districts of Sindh by expending the Authority in broad spectrum.
He also criticized on the performances of Marine Security Agency (M.S.A) and said that a affective planning and sources are needed to convert this organization in to profitable one. He also expressed his apprehension over the captivity of fishermen of Sindh neither the Indian Authority is responding nor get theses fishermen released from India.
The meeting was informed that -5 ongoing and -1 new scheme is included in the ADP- 2013-14. The Secretary Finance Sohail Rajput informed that out of Rs. 2.5 billion Rs. 1.7 billion has been consumed by this department in the development works.
